PIA Press Release Thursday, January 05, 2012 LGU regulates security agencies to curve abusesBACOOR, Cavite, January 5 (PIA) -- The local government will soon implement the “Security Guard Regulation Ordinance of Bacoor” because of several complaints received from various sectors about the abusive and criminal behavior of some security guards that have been assigned to guard various business establishments and privately owned properties.Municipal Ordinance No. 19 series of 2011, authored by Councilor Reynaldo Palabrica, will give the local government the authority to regulate the operation of the security agencies and the security guards before they can work in the said municipality. Under the order, all security agencies and security guards are required to register first with the office of the mayor and the chief of police and obtain a mayor’s permit including the payment of necessary fees at the Office of the Treasurer. One of the salient features of the order is the carrying of high-powered firearms by security guards in violation of the regulations of the Philippine National Police; provided that an inventory of all firearms to be used by the security agencies covered by this order shall be submitted to the office of the Municipal Mayor and the Bacoor PNP. The penalties for the agencies/security guards will range from P1,000 and imprisonment of not more than two months for first offense to as high as P2,500 and imprisonment of not more than four months. The Office of the Municipal Mayor, in coordination with the Bacoor PNP shall draft the implementing guidelines and publish approved ordinance in newspapers of general circulation operating in the province.
