by Mhars B. Lihgawon

HINGYON, Ifugao, Jan 5. (PIA) -- The Sangguniang Bayan here has approved an ordinance imposing the practice of solid waste management in all schools in the municipality and providing penalty to violators.

Authored by councilor Emilio Bay-ong, the ordinance mandates every school of all levels in town to implement the solid waste segregation for a healthy environment conducive for learning.

Bay-ong explained that by virtue of Republic Act No. 9003 or Ecological Solid Waste Management Act, the ordinance would strengthen its mandate by providing penalties to any person, whether as an individual or as a group including entities regardless of their creation for violating the law.

Under the ordinance, there shall be waste baskets for degradable and non- degradable waste materials within the school premises.

“The school head or any person in-charge should implement at the very start of the school-year, informs his or her personnel about the ordinance on waste segregation for them to provide waste baskets or dig composting pit,” Bay-ong said.

To ensure the full implementation of the ordinance, the Municipal Health Office shall conduct routinary inspection to the different schools and recommend for the enforcement of the penal provision for any violation.

Bay-ong said any school head or in-charge found guilty shall be given a warning for the first offense, second offense – P200 and third offense – P300 to be paid with in one month from the date of notice by the municipal mayor. (JDP/MBL – PIA
