PhilHealth to discuss premium increase with gov, local officials

NEGROS OCCIDENTAL, Jan. 5 (PIA6) -- PhilHealth President and CEO Dr. Eduardo P. Banzon is meeting with Negros Occidental Governor Alfredo Marañon Jr. and the provincial government officials of Negros Occidental, January 6, to discuss matters pertinent to the premium increase paving the way for more improve benefits.

Banzon, who hails from Bacolod, stressed that PhilHealth’s goal is to achieve 100 percent coverage and ensure genuine financial risk protection, Larry Tabsing of Philhealth in a press release said.

“We ensure the increase of financial protection through reforms in provider payment mechanisms, benefit design and provider accreditation,” Banzon said.

Recently, PhilHealth adopted the Case Rates as a benefit payment scheme with the option of no balance-billing especially for indigents confined in government hospitals.

Records show that Negros Occidental received PhilHealth benefits amounted to 193 million pesos representing the period January to December 2011 as proceeds of 37,511 paid claims plus the Capitation funds released to the LGUs and the Province.

The payment is made for the room and board, drugs and medicines, laboratory and supplies and doctors professional fees in both accredited hospital and non-hospital facilities including reimbursements made to PhilHealth members and their dependents for their hospitalization, diagnostics and availment of other outpatient benefits.

The PhilHealth Capitation Fund is intended to improve the delivery of Primary Care and outpatient services of Local Government Units implementing the National Health Insurance Program. PhilHealth payment is expected to increase with the release of the remaining on process claims and accrued Capitation fund for the last quarter of 2011.

Negros Occidental CY 2011 enrollment reached 146,261 households and the provincial government with the component LGUs paid P60,810,071 for their premiums while the Province’s counterpart is P13,426,720, the Philhealth release added.

The actual benefit payments now reach P192,880,148.60. And obviously, Negros Occidental has benefited P136,804,557.24, the excess of benefits received over the local governments remittances.

PhilHealth has three Service Offices in Negros Occidental, in Kabankalan, Sagay and Bacolod City.

Meanwhile, the Sangguniang Panlalawigan of Negros Occidental is requesting PhilHealth for a moratorium on the increase of its premium contributions as stated in a resolution unanimously approved by the members and will probably be one of the matters to be taken up. (JCM/EAD-PIA6 Negros Occidental)
