High ranking NPA in Abra surrendersby Maritess B. Beñas
BANGUED, Abra, Jan. 9 (PIA) -- A top ranking official of the New People’s Army (NPA) surrendered here last week after realizing his urgent need for medical treatment.
Arnel Balucas a.k.a. Layab, 35, of Malibcong and listed in the Order of Battle of the Philippine Army, surrendered last January 2, 20112 through the intercession of Malibcong Vice-Mayor Joseph Duggay.
Balucas, was the Political Officer of Kilusang Larangang Northeast (KL NE) and head of the Education Group of the CPP-NPA, and the Commanding Officer of the Sandatahang Yunit-H of the KL NE.
He surrendered without firearm and is now undergoing tactical interrogation for proper documentation so he could avail of the financial assistance and other benefits from both the local government units and the Office of the Presidential Adviser on the Peace Process (OPAPP) through the Office of the Provincial Social Welfare and Development (PSWD).
Balucas was presented to Governor Eustaquio P. Bersamin two days after his surrender to the Abra Provincial Police Office (APPO). During his meeting with the Governor, he was given the initial financial assistance from the provincial government.
The Governor likewise directed Col. Eliseo C. Posadas, Commander of the 503rd Infantry Brigade of the Philippine Army to bring Balucas immediately to the Abra Provincial Hospital for medical check-up and treatment because he looked so skinny, pale and frail.
Bersamin also directed Atty. Russel Bragas, provincial head of the National Commission for the Indigenous Peoples (NCIP) for the inclusion of Balucas in the scholarship program so that could go back to college next semestral term of this school year. Balucas expressed his desire to go back to school.
The surrender of Balucas came with the negotiations made by the operatives of the PNP and the Philippine Army who had been implementing the Bayanihan Program in the upland municipalities in the province(MTBB/PIA CAR, Abra).
