Riñen CEBU CITY, Jan. 13 (PIA) – For the past three years, total crime volume in Central Visayas continues to drop, according to the report recently presented by the Police Regional Office (PRO) 7 to the media. In 2009, total crime volume in the region was recorded at 35,762 cases, which went down to 34,097 in 2010 or a decline of four percent. Last year, crime volume was significantly reduced to 24,859 cases or a huge decrease of 27 percent, according to SSupt. Mariano Natuel, chief of the Regional Investigation and Detection Management Division (RIDM) of PRO 7. “We attribute the significant drop to the full implementation of the Police Integrated Patrol System (PIPS)” that highlighted police visibility in beat and mobile patrols as well as the conduct of checkpoints in critical areas, Natuel said. For index crimes or crimes against persons and properties, the RIDM 7 presentation showed that there were 25,333 cases in 2009, which went down to 24,714 cases in 2010 and dipped further to 17,327 cases last year. Theft was cited as the top crime committed among the index crime followed by robbery then physical injury. Others cited were murder, car napping, homicide, rape and cattle rustling. Cebu City had the highest volume of index crimes with theft and robbery as the top crimes committed while Cebu Province topped in the most number of cases on physical injuries, homicide, murder, car napping and rape. Natuel said. Cattle rustling, on the other hand, are prevalent in Negros Oriental, the RIDM 7 chief said. “Cebu City had the largest share of the total crime volume last year with 31 percent or around 7,774 cases followed by Cebu Province with 6,767 cases or 27 percent. Negros Oriental got the third slot with 3,393 cases or 14 percent,” Natuel further said. Crime solution efficiency (CSE) rate also increased by 11.29 percent last year compared to 2010 as well as crime clearance efficiency (CCE) rate that went up by 14.8 percent, according to reports. CSE refers to cases cleared or suspected criminals have been caught and the appropriate charges filed in court while CCE refers to cases where suspects have been identified but still at large. “This year, we will go aggressive in our manhunt against most wanted persons in the region,” Natuel ended.
