DSWD explains delay of cash assistance on social pensionsby Aurora J. Casimpan
TACLOBAN CITY, Leyte, January 14 (PIA) –- An official of the Department of Social Welfare and Development in Eastern Visayas has confirmed the delays of the delivery of cash assistance to some recipients of the government’s poverty reduction programs.
Some cash beneficiaries for cash for work or food-for-work program and indigent senior citizens under the social pension program have complained that they have not received the allocated cash assistance since last year.
In a statement, DSWD regional assistant dir. Nestor Ramos explained that the delay of disbursements of cash assistance to the beneficiaries are due to some technical preparations and security measures.
In October 2011, over P8 million cash assistance to poor farmers in Northern Samar was stolen.
Cash assistance to beneficiaries was previously hand carried and personally given to recipients.
As preventive measure against similar occurrences of theft, DSWD has adopted its own security measure which was recommended to their central office.
Ramos clarified that the delays were those intended for cash for work or food for work beneficiaries and the indigent senior citizens as the Pantawid Pamilyang Pilipino Program (4Ps) recipients have been receiving their cash allocations as scheduled.
The 4Ps is not affected as the disbursement is already programmed as is paid out through Automated Teller Machine (ATM) while the social pensions were personally handed out to recipients by DSWD personnel. Carrying so much cash is risky as it might result to criminal acts.
DSWD has assured that the delay will be ironed out this year and the amount not received by recipients during the fourth quarter last year will be given to them. (PIA-8)
