Hingyon dads authorize barangay officials to charge anyone polluting rivers

HINGYON, Ifugao Jan. 16 (PIA) -- The Sangguniang Bayan (SB) members here had authorized all barangay officials to charge individuals causing pollution to rivers in the municipality.

This is in pursuant to an approved ordinance that aims to advocate the preservation and protection of the environment particularly rivers in the different barangays for the welfare of the community and the next generation.

The SB chaired by vice mayor Marcos Bantiyan stated that barangay officials are allowed to arrest and file complaints against any person who throws garbage and clinical waste, drains used oil and directs the outlet of human waste and animal refuse from pigpens in the rivers in their respective barangays.

“Any violator shall be notified in writing by the barangay council (BC) stating the nature of violation against him/her. The BC would summon the violator, complainant, and witnesses for a hearing therein stating the subject matter, date, time, and venue,” the ordinance stated.

It further provides that any person found guilty shall pay the penalty of P300 or one day community work for the first offense; second offense – P500 or two days community work ; third offense – P1,000 or three days community work and succeeding offenses will be P2,000 or five days community work.

The fines will be paid to the barangay treasury’s office wherein the 50 percent of the total fines collected from violators would be submit to the municipal government which will accrue to the general fund.(JDP/MBL-PIA CAR,Ifugao)
