Draw lots to settle chairmanship in Dagupan barangayby Alex Romeo Fernandez
DAGUPAN CITY, Jan. 18 (PIA) -- With their votes tied at 408, even after a recount, Barangay Chair Conrad Muyalde and Andrew Carvajal still have to settle the chairmanship for Barangay Salisay, this time it is by draw lots.
Lawyer Remarque Ravanzo, city election officer, said in a radio interview Tuesday that the Commission on Election (Comelec) had to resort to chance to determine who should be the rightful chairman of the barangay after a series of protests and counter-protests failed to resolve the issue.
Muyalde was declared winner in the October 2010 elections by a single vote, which prompted a protest from Carvajal.
On the subsequent recount, Carvajal edged out Muyalde by two votes, a decision that prompted Muyalde to bring the matter to the Comelec Second Division in Manila. It was here that the votes were counted equal.
Ravanzo said he was just waiting for the barangay board of canvassers to determine when, where and how the draw lots will be conducted.
The board of canvassers, who will take charge of the process, had told the election officer that the drawing of lots be held outside the barangay to prevent bias.
The Department of Interior and Local Government, Philippine National Police, Parish Pastoral Council for Responsible Voting and the media will be invited to oversee the process, Ravanzo said. (ANL/ARRF-PIA 1 Pangasinan)
