Provision of technical assistance for capability building tops 2012 RDC-X thrustby Rutchie Cabahug-Aguhob
OZAMIZ CITY, Misamis Occidental, Jan. 20 (PIA) – Provision of technical assistance in terms of capacity building, skills enhancement trainings and consultative fora tops the list of priority development thrusts of the Regional Development Council of Northern Mindanao (RDC-X) for 2012.
This thrust covers the local government units (LGU’s), their Local Development Councils (LDC’s) and Local Legislative Bodies, and other stakeholders in the conduct of provincial/local or sectoral development planning, investment programming, project development and project monitoring and evaluation.
This is followed by the strengthening of the Local Planning Bodies and coordination of the advocacy of Disaster Risk Reduction and Climate Change Adaptation (DRR/CCA) including their mainstreaming/ integration into regional/local development planning and decision making endeavors, Engr. Leon M. Dacanay, Jr., Regional Director of the National Economic and Development Authority (NEDA), region 10, said.
Next in the list is mobilizing government and Official Development Assistance (ODA) resources and strengthening of public and private partnership (PPP) to support the Medium Term Philippine Development Plan/Medium Term Philippine Investment Plan (MTPDP/MTRIP) and the Medium Term Regional Development Plan/Regional Development Investment Plan (MTRDP/RDIP) thrusts and priorities.
Falling under this thrust are the priorities under the G-A-T-E-W-A-Y-S concept spelled out in the plan documents approved by RDC-X, as well, as to continue to encourage and support the conduct of activities to entice investments and concretize the implementation of key development programs and projects at the regional and local levels.
Included in the list is the conduct of regular monitoring and evaluation of locally-funded and foreign-assisted on-going projects to address implementation problems and bottlenecks, enhance funds utilization and facilitation of their early completion.
“This is to ensure that development results are attained through their effective management, as well, as conduct of ex-post evaluation of selected completed ODA-financed projects to determine their relevance, efficiency, effectiveness, sustainability and impact,” Dacanay said.
Another thrust of RDC-X is the conduct of wider dissemination and advocacy of the MTPDP/RDP, as well, as expand the sharing of knowledge through documentation of programs, projects and best practices supportive of the plans that are being undertaken by regional and local development stakeholders and publishing them in the RDC Bulletin and in the RDC Official Website.
Meanwhile, Dacanay said included in the RDC-X thrusts is the strengthening of its role in regional development through the conduct of consultative assemblies and regular meetings and making use of its existing working mechanisms and processes and strong collaboration with the RDC Advisory Committee (RAC) and other similar structures, such as, the Regional Peace and Order Council (RPOC), Regional DRR and Management Council (RDRRMC) and the Mindanao Development Authority (MinDA), Dacanay added.
