These include Alaminos City, Bayambang, Bugallon, Dasol, Infanta, Laoac, Natividad, San Carlos City, San Fabian, San Jacinto, San Manuel, San Quintin, Sison and Urdaneta City together with existing areas in Burgos, Anda, Sual Malasiqui, Mangatarem and San Nicolas.

For La Union, a total of 9,914 beneficiaries from the municipalities of Aringay, Bangar, Luna, Pugo, Sudipen and San Fernando City will be covered by the program.

Ilocos Sur will include 9,874 households particularly from the municipalities of Banayoyo, Burgos, City of Candon and Vigan, Galimuyod, Gregorio del Pilar, Lidlidda, Magsingal, Quirino, Salcedo, San Juan and Sta. Cruz.
