DILG, NAPC, DOH implement water dev't program to 3 Nueva Vizcaya towns

BAYOMBONG, Nueva Vizcaya, January 24 (PIA) -- The Department of the Interior and Local Government (DILG), Department of Health (DOH) and the National Anti-Poverty Commission (NAPC) will be implementing water development projects to three local government units this year to improve the living conditions of villagers in these communities.

Through the program called “Sagana at Ligtas na Tubig sa Lahat," poor municipalities will be given spring or deep well water development projects, particularly the communities without potable water systems.

Lawyer Odilon Pasaraba, DILG provincial director, said the three initial recipients of the “Sagana at Ligtas na Tubig sa Lahat” program were Kayapa with an P8 million grant, Sta. Fe with P10 million fund and Dupax del Sur with P7 million fund.

“The municipalities of Kayapa and Sta. Fe were already given their corresponding funding assistance for the project. The fund for Dupax del Sur town is expected to be released this year,” Pasaraba said.

The “Sagana at Ligtas na Tubig sa Lahat” program is jointly implemented by the DILG, DOH and NAPC.

Signed by the program implementers in May 12 last year, the “Sagana at Ligtas na Tubig sa Lahat” is a water and sanitation program of President Benigno Simeon Aquino III for waterless municipalities in the country.

Its aim is to increase the water service coverage to 155 priority “waterless municipalities'" defined as municipalities with less than 50 percent service coverage.

The fund for the program will be sourced from 2011 General Appropriations Act which has P1.5 billion allocated to the DOH for the provision of potable water.

There are 115 priority municipalities covered by the program which are as follows: seven municipalities in the Cordillera Administrative Region (CAR); three in Region I; nine in Region II; one in Region IV-A; 12 in Region IV-B; 10 in Region V; two in Region VI; 17 in Region VII; three in Region VIII; 16 in Region IX; 14 in Region X; five in Region XI; 10 in Region XII; three in Region XIII; and three in Autonomous Region in Muslim Mindanao (ARMM).

Shared responsibility between the national government and local government units is the program strategy in providing water supply systems to waterless areas by awarding national government grants and requiring local government counterpart funding.

Under the implementation arrangement, the NAPC shall serve as the overall lead coordinating agency in the implementation of the program, identify the list of waterless, and ensure that priority be given to barangays in municipalities considered the neediest among the needy.

The DOH shall review, evaluate and approve proposed plans and program of works submitted by the LGUs and facilitate the release of funds to LGUs through the Centers for Health Development. DOH shall also monitor the fund utilization of LGUs and shall provide the funding requirements of NAPC and DILG corresponding to the agreed responsibilities and tasks under this joint program.
