BaccayTUGUEGARAO CITY, Jan. 31 (PIA) -- Department of Social Welfare and Development (DSWD) region 2 director Arnel Garcia was awarded the "Best Manager” title in the DSWD’s program on awards and incentives for service excellence (PRAISE), for his many achievements, contributions and initiatives which resulted to the efficient and effective delivery of social services to the public. Annually, the DSWD honors its best managers, technical workers, and administrative support staff through the PRAISE awards. Angely Lubo, information officer, said the director was able to be proclaimed as the best manager in consideration of his innovations and contributions which were noted by the national policy makers. One of his significant innovations was the conceptualization of the disaster recovery wherein he advocated the concept paper which strengthens the existing disaster management strategy of the country, and supplements the operations, systems, programs and services attuned to post disaster restoration to a level of post disaster recovery. Another invaluable contribution of director Garcia is spearheading the Regional Sub-Committee for Welfare of Children (RSCWC) in the region which became the most functional committee, mainstreaming Child 21 framework in almost all LGUs in the entire region. Lubo said it was considered worthy and remarkable since RSCWC provides technical assistance in the implementation of child friendly programs and interpreter of child friendly policies. Also, it is the mobilizer of resources for children’s welfare and learning network in terms of training and building capabilities of stakeholders for children’s welfare. “In his first few months in the region, he has displayed excellence specifically in the realms of policy development and Local Government Unit (LGU) engagement.
