 "Two hundred twenty-two days after Typhoon Frank's devastation, Aklan has risen, is alive, its economy healthy and vibrant. The state of the province of Aklan is very good, bullish and has a very possible outlook." this was the strong declaration of Aklan Governor Carlito S. Marquez when he delivered his State of the Province Address (SOPA) recently at the Sangguniang Panlalawigan Session Hall, during the SP's 4th regular session. He said "Aklan suffered a setback due to typhoon Frank, and is foreseeing difficulties with the looming adverse effects of the global financial crisis." He called on every Aklanon, however, to think positive. The governor's delivery of his SOPA was attended and witnessed by heads and representatives of national government agencies, Aklan Mayors and representatives, Sangguniang Panlalawigan members, headed by Vice Governor Gabrielle V.
