President Gloria Macapagal-Arroyo signs the covenant on climate change during the "One Visayas Summit on Climate Change" Tuesday (May 12) held at the Imperial Palace Waterpark Resort Hotel and Spa in Barangay Maribago, Lapu-Lapu City in Mactan, Cebu.
