P1.1-B set for delayed GSIS pensions

Davao City (11 April) -- President Gloria Macapagal-Arroyo has ordered the release of P1.22 billion in pensions for the pensioners of the Government Service Insurance System (GSIS) that was delayed for four months due to the shift to a new disbursement system.

There were widespread complaints about the delay in the disbursement of pensions of retired government employees due to the GSIS’ shift to the new method in the disbursement of funds such as the conduct of the electronic card (e-Card) and ATM-based disbursement system.

In Davao region, GSIS Davao manager Mario Mojica bared that the delay was due to the financial institution’s “cleansing process: on top of the shifting of the new disbursement method by the use of e-Card and ATM-based disbursement system.

Manager Mojica explained that the “cleansing process” which started in January this yeas discovered that out of the 81,000 survivorship pensioners, only 66,000 are still eligible to receive benefits.

The new method of disbursements by the use of e-Cards and ATM-based will make sure that only qualified pensioners would receive payments otherwise government will be losing millions of pesos if GSIS will continue the payments to disqualified pensioners which only totaled to 66,000 instead of 81,000.

Interviewed over ARENA XI radio forum by Josette Olivera of DXRP Radyo ng Bayan together with a staff of the Philippine Information Agency (PIA), Manager Mojica explained that payments to disqualified pensioners have incurred the GSIS a leak of about P36-million per month in payment of survivorship benefits or a government loss of about P432-million per year.

Mojica further explained that GSIS is in no position to allow some pensioners to use the old checks system because by doing so will defeat the purpose of the automation program of the government.

The e-Card system represents that GSIS policy shift is now towards a paperless environment from the tedious and unreliable manual system to the more reliable, faster and efficient electronic system.

The GSIS now maintains a checking system with a superior payment method through the e-Card that can do the job more efficiently and effectively. (PIA-XI) [top]
