La Carlota grants city mayor authority for emergency rice loan
Bacolod City (11 April) -- The city government of La Carlota has access to the National Food Authority (NFA) rice loan program through a Sangguniang Panlungsod resolution passed early this year.
The resolution granted La Carlota City Mayor Jeffry P. Ferrer, the authority to sign for and in behalf of the city the memorandum of agreement (MOA) with NFA in the implementation of the project.
The bilateral agreement will allow the local government unit to withdraw much needed supplies of rice from the NFA in Bacolod City immediately for relief distribution during and in the aftermath of disasters and calamities affecting the area. In such situation the Sangguniang Panlungsod can declare a state of calamity or emergency.
This will also spare the city delay in the conduct of relief operations, buffer stockpiling, and in estimating the quantity of rice to be procured. Funds for the program will be taken from 5 percent calamity fund.
