Regional committee irons out resolution for victims of trafficking, violence vs women and their children

By Neil D. Lopido

TACLOBAN CITY (April 19) -- The Regional Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (RICAT-VAWC) chaired by the Department of Social Welfare and Development (DSWD) through Director Letecia T. Corillo made the final draft of Resolution No.1, Series of 2007 during its 1st Quarter Meeting held at Steffanie Smoke House, Tacloban City on April 18, 2007.

The resolution which will be endorsed to the Regional Development Council for discussion and for inclusion in their agenda in one of their meetings, requests the provincial governments of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar, and Northern Samar to allow the use of their existing crisis center for temporary shelter for the victims of trafficking especially those with cases filed and those who need protective custody.

An Adhoc committee was created and tasked solely to draft and review resolutions of the committee chaired by the Commission on Human Rights with the Philippine Information Agency (PIA), Visayan Forum Foundation Inc., Department of Justice-ORSO (DOJ-ORSO), and the Philippine National Police (PNP) as members and DSWD as Secretariat.

To equip the law enforcers and the RIACAT-VAWC members on the knowledge/skills in handling cases, techniques in writing resolutions, preparation of sworn statements/affidavits, evidence gathering and related matters, a capability building was included in the committee's Plan of Action for 2007. Other plans include data banking, referral system and a regional flow chart.

Meanwhile, the awarding of Plaque of Appreciation to retired prosecutor Teodoro Alianza of DOJ for his services rendered to RIACAT-VAWC is one of the highlights of the said meeting.

The RIACAT-VAWC serves as the coordinating body or mechanism on issues and concerns relative to trafficking and violence. It also monitors enforcement and compliance of relevant laws, promote anti-VAWC activities and network with other stakeholders. (PIA-8) [top]
