Bacolod approves ordinance for barangay justice system
Bacolod City (24 April) -- An ordinance assisting and strengthening the Katarungan Pambarangay system in the component barangays of Bacolod City, and instituting measures for the purpose, was passed by the Sangguniang Panglungsod recently.
The ordinance, which is principally authored by Councilor Lyndon Caņa abd co-authored by councilors Ana Marie Palermo and Arturo Parreņo, requires setting up of a Lupon Academy that will provide training for mediation and conflict-resolution skills for its members.
It also seeks to network the Lupon members with the Philippine Mediation Center of the Supreme Court, the Department of Justice and the Department of Interior and Local Government as well as foreign and local non-government organizations engaged in conflict resolution advocacy and sets June 11 of every year as Katarungang Pambarangay Day in Bacolod City.
An initial fund of P50,000 was allocated for the purpose while it seeks to establish a Lupon Reports Annotated.
"Many barangays in the city are quietly assisting the justice system by preventing thousands of cases from reaching regular courts," Caņa said.
The ordinance brings to 21 in all the total number of ordinance authored by Caņa.
