PNP 12 orders transfer of high risk detainees to more secured facilities
General Santos City (27 April) -- In the recurring threats to national security, Police Regional Office 12 Director Pcsupt Felizardo M Serapio Jr ordered all Police Provincial and City Directors to take effect the transfer of high risk detainees to a more secured detention cells.
He said these high risk detainees are considered to be highly dangerous and requires a greater degree of security, control and supervision and this includes those who are charged with heinous crimes such as murder, kidnap for ransom, economic sabotage, and syndicated or organized crimes.
According to Serapio, in order to preclude the escape of these high risk detainees, it is important to consider precautionary actions and take measures such as conduct inventory of all high risk detainees within respective AORs; augmentation of more security AFP and PNP personnel in jails; security survey covering all jails in the respective locality and identify the most secured structure that would satisfy the requirement of a security intensive detention facility, including areas inside military or police camps, if there be any.
“Filing of appropriate motion or petition in the proper court to effect the transfer of high risk detainees to a detention facility identified to be the most secured in the area; and sharing of intelligence information regarding planned escapes and immediately take action to prevent such escapes or rescues of the high risk detainees” are also necessary, he added.
Moreover, Pcsupt Serapio advised all elements of PNP units and stations to be extra vigilant and carry out necessary actions especially those persons detained at the PNP detention cell and proper coordination with the proper court to secure commitment order for the immediate transfer of those detainees to a more secured city and provincial jail.
