TransCo bares election preparations

Cagayan de Oro City (28 April) -- An inter-agency energy task force composed of the National Transmission Corporation (TransCo), National Power Corporation (NPC), National Electrification Administration (NEA), and Manila Electric Co. (Meralco) are finalizing contingency plans to ensure continuous and reliable power supply during the election period next month.
TransCo President and CEO Arthur N. Aguilar said the reliable supply of electricity nationwide is crucial in ensuring the transparency and integrity of the election process.
“As we have reported to the Department of Energy, we have banded together to re-activate ‘Task Force Halalan’ (TFH). Our preparations are proceeding smoothly and we are now in the fine tuning phase. All agencies involved have already agreed on the major issues including preventive maintenance schedules, information sharing and reporting system, and security arrangements,” Mr. Aguilar added.
In a TFH coordination meeting with election stakeholders on April 12, TransCo VP for Power System Reliability Venusto D. Hamoy Jr. reported that the TFH Command Center, to be located at the TransCo Head Office will be operational starting May 12. It will be electronically linked to TransCo’s regional and area control centers nationwide 24 hours a day up to May 17.
The TFH Command Center will oversee the nationwide monitoring and reporting system to maintain stable and continuous power and ensure that power interruptions are immediately acted upon. It shall also be the official source of information on the power situation nationwide.
As part of the TFH agreements, preventive maintenance works on power plants, transmission lines, and substations will be suspended from May 12-17 to ensure the availability of all generation and transmission facilities.
NPC has confirmed the availability of quick-start generating units and adequate fuel supply for power plants during the election period.
TransCo, for its part, said uninterruptible power supply (UPS) units in all area control centers and emergency diesel generators, station batteries, and air compressor systems in all its substations nationwide have been tested for reliability.
TransCo’s area control centers nationwide are prepared to undertake immediate “islanding operations” or power restoration activities independent of each other.
Backup communication systems such as VHF, UHF, and cellphones were already tested to ensure reliable communication from regional control centers to area control centers; control centers to power plants; control centers to substations; and control centers to transmission line crews.
Both NPC and TransCo have made arrangements for the deployment of back-up personnel in power plants and substations including maintenance, telecommunications, and control center personnel who will assist in case of emergencies.
Meralco’s System Control Center Senior Manager Clemens M. Rivera also presented contingency measures being undertaken by the private distribution utility, which services Metro Manila and adjacent provinces.
Among those present at the TFH meeting with election stakeholders were TransCo VP Guillermo Redoblado, NPC VP Lorenzo Marcelo, and NEA Director Pablo Pan III as well as representatives from the DOE, Parish Pastoral Council for Responsible Voting, Department of Interior and Local Government, Philippine Electricity Market Corporation, and Office of the Press Secretary.
Other election stakeholders including the Department of Education, Commission on Elections, Genuine Opposition, and Team Unity were also invited to the meeting.
