RDC 8 urges immediate passage of Gov't Classification and Compensation Act
Tacloban City (September 2) -- The members of the Regional Development Council of Eastern Visayas, during its August 24 meeting, unanimously passed a resolution urging the member of both houses of Congress for the immediate passage of the proposed Government Classification and Compensation Act.
It was learned that the Civil Service Commission and the Department of Budget and Management through the auspices of the World Bank, has conducted a study on the government salary structure and position classification system.
The said study revealed distortions, internal and external inequities and rates that are grossly below the private sector rates, thereby resulting in the loss of critically important personnel to the non-government sector and other countries.
In view of this, there is an urgent need to improve the compensation system to retain and attract ethical, professional and highly trained and experienced personnel in the government.
At the moment, there are pending bills filed in both houses of Congress that seek to address these problems. There are House Bill 5918 and Senate Bill 2495/2496.
Although the proposed bills will not make the compensation of government workers at par with that of the private sector rates, it will at least minimize the gap between the two rates.
It was learned that there is now a strong move among the different Regional Councils urging the members of Congress fro the immediate passage of the same.
Before the other members of Congress are expected to support the bill, the congressmen in Eastern Visayas are urged to support the same. (PIA 8) [top]
