Daughter of deceased Bayombong councilor-elect sworn into office
BAYOMBONG, Nueva Vizcaya (September 6) -- Governor Luisa Loren Cuaresma here on Monday has sworn in Aira Mae Viloria, daughter of councilor-elect Reynald Viloria who succumbed to complications after a kidney operation in June this year.
Viloria, 18 and a student, was chosen by the municipal board of Bambang town to replace her father who won as number 6 in the 8-member municipal board.
Governor Cuaresma also approved the appointment of Viloria based on the Local Government Code.
Afte her oathtaking which was witnessed by some councilors in Bambang, family and relatives, Cuaresma advised Viloria to study the Local Government Code of the Philippines.
Lloyd Valdez, municipal secretary of Bambang, said Viloria's recommendation and further appointment was exhaustively discussed within the sangguniang bayan.
"First, she possesses all the qualifications and not the disqualifications. Secondly, the traditional practice in Bambang that a family member of a deceased councilor should become a replacement provided he or she possesses the qualification was adopted and the third basis is our internal rules," Valdez explained.
He said that the council needed another member to chair the remaining committees since their internal rules limit the chairmanship of each member of the municipal board to only three committees. "And this is where her appointment should come in," Valdez said. (PIA NVizcaya) [top]
