Tacloban DSWD launches advocacy campaign on anti-violence against women and children

Tacloban City (7 September) -- Six out of ten million Filipino families are at risk of becoming victims of family violence.

Philippine National Police (PNP) record shows that the crime index against persons and chastity is high, 68 percent of the total crimes committed. The daily newspapers shout headline on sexual molestation and physical assault and the victims are mostly helpless women and innocent children.

The City Government of Tacloban thru the City Social Welfare and Development headed by Liliosa Baltazar initiated yesterday an advocacy campaign at the downtown area where Hon. Cristina Gonzales-Romualdez and Erlinda Olivia P. Tiu, Regional Director of Philippine Information Agency took part in the program "Babaye Gin Hihigugma, Dire Gin Kakastigo" ("Woman are loved, not battered") "Babaye Pagmata Na… Katungod Mo, Hibaruan Mo" (Women, Wake up, Know your rights") the team paste stickers on Private Utility Jeep (PUJ) and Public Utility Vehicle (PUV) at the downtown area to advocate the program among commuters specially the women who are victims of crimes against chastity, to let them know that there is a law that protects their rights and a group of women are behind their predicament.

According to Liliosa Baltazar, City Social Welfare and Development Officer (CSWDO), only 10 percent of the cases are brought to the attention of the law enforcement or other concerned agencies and where the majority chose to suffer in silence.

Baltazar further elaborated that family violence is a serious abuse of power within the family, trust of dependency relationship.

On the otherhand, Hon Cristina Gonzales-Romualdez, Tacloban City Councilor laments that family violence are committed with deliberate infliction of physical and psychological harm and sexual assault between and among family members, relatives or anybody in a domestic relationship, she said.

Hon. Romualdez, further stated that family violence is not just a family problem but a social concern. It can no longer be ignored for reasons that it is a human right issue, which seriously violate the right of an individual to a safe and peaceful living and it is a development concern where the long term effects of violence deters the development potential that contribute to nation building. "Family violence can no longer be reasoned out because of poverty where most of the suspects alibi to persuade the real motive of this serious offense they committed", she said.

To curb the perpetrator no less than the President issued a memorandum to all concerned officials of the national units for a call to action against domestic violence. Republic Act 9262 better known as Violence Against Women and Children pass into law with the intention to safeguard the victims, penalize the perpetrator and put into the bar of justice.
