Napolcom cites best NorMin peace and order councils

Cagayan de Oro City (7 September) -- At least seven (7) Peace and Order Councils of Northern Mindanao have been declared winners in the Regional Search for the Best POC, Calendar Year 2006.

Regional Director Raquel Q. Ramos of the National Police Commission (Napolcom-10) said these POC's will represent Region 10 in the national 2006 Search for the Best POC.

Ramos, who is the Chairperson of the Search Committee in the region, said the Best Regional POC's are the following:

Bukidnon, 1st-3rd Class Province Category, Camiguin, 4th-6th Class Province Category, Iligan City, Highly Urbanized City Category and Malaybalay City, Component City Category.

Manolo Fortich, Bukidnon, 1st-3rd Class Municipal Category and Kalilangan, Bukidnon and Naawan, Misamis Oriental, both in the 4th-6th Class Municipal Category.

A yearly undertaking, the Search for the Best POC is aimed at strengthening the POC's at various levels to ensure a more enhanced involvement, mutual assistance and coordination among all sectors of the community in the attainment of peace, law and order, public safety and security of the country.

It is also seeks to recognize POC's for their exemplary performance at all levels in their coordinating efforts for the delivery of services by government agencies and non-government organizations, institutionalize a system of providing incentives and provide role models for the other POC's to emulate in coordinating the implementation of peace, law and order, public safety and security programs and projects.

Criteria of the search include the following: Quality of Integrated Area/Community Public Safety Plan (ACPSP) based on the identified problems affecting peace and order and public safety in their area of responsibility.

Efficiency and Effectiveness of the POC Organization based o the degree of POC coordination with the other four (4) pillars of the Criminal Justice System, namely: Law Enforcement, Prosecution, Courts and Corrections that contributed to the successful implementation of the ACPSP.

Outcome of Plan Implementation based on the overall peace and order, public safety and security situation and on the major areas of concern that directly affects peace and order and public safety, such as, crime prevention and control and special concerns including those of counter-insurgency, fire prevention and suppression, disaster management and control and environmental enhancement.

Plaques of recognition for the Best POC's of the region were handed by Sen. Juan Miguel Zubiri who was the guest of honor and speaker during the recent kick-off ceremony for this year's National Crime Prevention Week (NCPW) held at the Mindanao Polytechnic State College (MPSC), this city.
