Kalinga DepEd completes physical facilities development plan

TABUK CITY (8 September) -- The Schools Division of Kalinga has completed and submitted its 5-year physical facilities development plan resulting from the intensive planning workshop done by the division office with district school heads and the different stakeholders in the province.

According Department of Education (DepEd) Division Planning Officer Gaspar Ola-ao, the 2007-2011 division plan contains various project proposals with the construction of 325 classrooms for pre-school, elementary, secondary and alternative learning centers getting the highest proposed budget.

For this year alone, 392 projects including ancillary services were proposed to be funded either by DepEd regular funds, countryside development fund of the Congressman, local government units, and the Physical Facilities Engineering Division of DepEd, Ola-ao said.

He said the long term plan of the division includes the construction of instructional rooms, home economics buildings, industrial arts buildings, computer classrooms, toilets, science laboratories; establishment of libraries, functional canteens, school clinics, and sports facilities.

To advance technology in all school levels, the division also requested for the establishment of the Geographical Information System (GIS). Other ancillary services proposed are the installation of water systems and electricity connections.

Under the proposed 2008 national budget, DepEd is the top recipient with P146 billion. The P8.6 increase from last year's budget would allow it to hire 10,000 more teachers, build 12,100 new classrooms, buy 35.5 million new textbooks, procure 1.67 worth of new desks, train 171,617 math, science and English teachers and create 711,750 scholarship slots in private high schools.

The President has also recently ordered the immediate transfer of P2 billion rehabilitation fund of the DepEd to the DPWH for the fast tracking of school house construction and repair of those damaged by typhoons.

Meanwhile, Engr. Ernesto Vecaldo of DPWH, Kalinga Engineering District informed that nine school building projects were completed with a total cost of P3 million under the DepEd School Building program.

There are four on going school repair and rehabilitation funded from DepEd supplemental budget costing P150,000.00 each. These are the Nambaran Elementary School ; Lubuagan Central School ; Pinukpuk Central School ; and Lucog Elementary School. "Their completion is targeted within this year and they could be occupied as classroom for the school year," Vecaldo added.

To further improve physical facilities of schools in the province, Ola-ao said they will lobby for the inclusion of Kalinga under the Basic Education and Social Reform Agenda (BESRA), a program of the United States Agency for International Development (USAID) which only covers Mindanao at present.
