South Leyte gov appeals for support to flood early warning system

Maasin City (September 10) -- Southern Leyte Governor Damian Mercado, in his letter to the local government executives in the province, reminded the Mayors of the enactment of a resolution by the respective Sangguniang Bayan authorizing the City or Municipal executive to sign the Memorandum of Agreement to signify the LGU's support to the operation and maintenance of the Community Based Flood Early Warning System.

Governor Mercado said that this is in connection with the UNDP-OCD READY Project dubbed as Hazards Mapping and Assessment for Community Based Disaster Risk Management.

He added that in August, a Team from PAGASA, visited the local government units and discussed with the LGEs the forthcoming activities under the Project particularly the component on Community Based Flood Early Warning System.

As a result of the site visit of the PAGASA Team, Governor informed that a training of observers for rainfall, water level and tide gauges that were installed in the respective local government units will be carried out in September.

The Governor added that each local government units will send participants for each station and representatives of each local government unit, preferably the deputized Civil Defense Coordinator or those involved in disaster management.

As a counterpart, the local government units will shoulder the travel expenses and per diem of the participants while the READY Project will provide the training materials and food for the duration of the training.

Governor Mercado added that also scheduled the MOA signing and turnover of the Community Based Flood Early Warning System to the respective LGUs on September 20, 2007. For this activity, Governor Mercado is inviting the mayors in areas where facilities of the CBFEWS were installed, the partner NGOs and the media.
