Feature: Bringing policy research to grassroots governance

Cebu, Philippines (13 September) -- The Association of Regional Executives of National Agencies (ARENA-7) and the Mactan Island Chamber of Commerce and Industry (MICCI) signed recently a memorandum of agreement for grassroots governance as both parties agreed to assist Lapulapu City and Cordova town implement local governance through solving problems in the local communities with the use of development policy research.

The Philippine Institute fro Development Studies (PIDS), an attached agency of the National Economic Development Authority (NEDA) celebrates September of every year "Development Policy research Month" (DPRM) in accordance with presidential proclamation 247.

According to the DILG, Secretary Ronaldo Puno had issued a memorandum circular to all governors and city/municipal mayors in the country to attend or participate in activities for this year's celebration of the Development Policy research Month that carries the theme, "Enhancing Grassroots Development: A Framework for Local Governance."

Thus, MICCI president Efrain Pelaez explains that the agreement wants to promote local governance and it is non-political. "We are to bring both sectors' services to the grassroots because many of the problems at the community level are not solved by the local government units due to lack of funds or bureaucratic red tape."

According to ARENA, two of the most important signatories of the MOA are the director Alan aranguez of DENR-EMB and Patria Aurora Roa of DOT-7 because Lapulapu City officials had admitted that garbage collection and waste management as the city's "weakest link" and it affects the tourism industry in Lapulapu.

ARENA-7 president, Eduardo lecciones who is also the regional director of DA-7 said that his agency is concerned with Lapulapu's waters because there is no area in the city that is classified as agricultural lands.

The national organizers of the Development Policy research Month celebration cited the importance or the significance of research in policy formulation, planning and decision making in both national and local government units.

Local problem solving and local planning especially if backed up by research are effective and efficient ways of grassroots governance. (PIA-Cebu) [top]
