NFA issues guidelines for transporting rice

Davao City (14 September) -- National Food Authority (NFA) assistant manager Mon Cangrejo said the NFA is issuing amended guidelines in the issuance of NFA shipping clearance to transport rice pursuant to Letter circular AO-2K2-01-001.

Interviewed during the ARENA XI Forum over DXRP Radyo ng Bayan anchored by Josette Olivera and the Philippine Information Agency (PIA), Assistant manager Cangrejo said one of the changes, prior to the issuance of AO-2k2-01-001is that the volume requirement is 300 bags of rice and above. With the new Circular, as amended, the minimum volume required for a shipping clearance is 3,000 bags and above.

This means that all shippers of rice by means of water transport where quantity or volume is 150MT or 3,000 bags at 50kg and above are required to secure a shipping clearance from the nearest NFA office prior to the loading of the cargo.

This covers rice of local and foreign origins and is aimed at closely monitoring rice volume in transshipment.

All applications for shipping permit shall be processed by the provincial enforcement officer or other personnel designated by the Provincial Manager. Application should be filed at least five (5) days before the loading to give ample time for NFA personnel to personally inspect the required volume para maiwasan ang anumang dagdag na gastos on the part of the shipper.

Cangrejo said Doon pa lang mismo sa source or gilingan ng bigas, may inspection nang ginagawa ang NFA dito. Kasi ang shipping clearance ay isa sa mga support activity sa grain standardization program ng gobyerno na may mga required labeling depende sa klase ng bigas. Sa inspection pa lang ay tinitiyak na ng NFA kung tama ba ang packaging tulad ng kulay ng sako, corresponding sa laman ng bigas kung tama ba ito sa color coding as required under the Philippine Standardization program, he explained.

An application fee of P1,000.00 shall be collected upon filing of the application for shipping clearance.

For local and imported rice transported without corresponding shipping clearance, the provincial or regional enforcement and investigation officer or other authorized personnel from the port of destination shall conduct ocular inspection of the rice stocks, and require payment of clearance fees.

In case of imported rice, shipper must be able to present documents that these rice were imported legally. Otherwise the Bureau of Customs in coordination with the NFA shall apply procedures of forfeiture under the Tariff and Customs Code. The Bureau of Customs and NFA are both closely coordinating in this memorandum.

The regional or provincial offices shall inform the NFA office in whose jurisdiction the port of destination is situated, about the arrival of rice shipment for the latter to monitor and safeguard the smooth transfer of stocks to the province of destination.
