DENR, LGUs undertake strategic planning for CBFM implementation for cy 2008–2017

Koronadal City (14 September) -- The Department of Environment and Natural Resources (DENR) recently conducted an Information, Education and Communication (IEC) on the preparation of Regional Community-based Forest Management Strategic Plan Implementation for CY 2008-2017 in Koronadal City. The forum was attended by more or less 60 participants coming from DENR and representatives of local government units (LGU) in Region XII.
DENR-Regional Technical Director (RTD) of Forest Management Service Muripaga T. Umpar, gratefully acknowledged the efforts of the LGUs in addressing as well as improving the plight of the upland dwellers. Director Umpar further urged the LGU participants to maximize their tree planting and other reforestation activities in order to ensure economic productivity of upland areas.
On the other hand,DENR Regional Executive Director (RED) Jim O. Sampulna revealed that the strategic planning of CBFM implementation will cover the period 2008 to 2017. This is in line with Executive Order No. 263 and its implementing rules and regulations under DENR Administrative (AO) No. 96-29, as amended by DAO No. 2004-29.
Director Sampulna affirmed that CBFM as a strategy which is anchored on the principles of Sustainable Forest Management (SFM) is one of the flagship programs of the government. However, Sampulna emphasized that the management of these remaining forestland resources is a shared responsibility amog the different stakeholders and LGUs play a significant role in this endeavor.
According to CBFM Regional Coordinator Forester Wilma C. Saladero, the CBFM Action Plan shall also include the priorities, activities and targets at the provincial and municipal level.
Forester Saladero also said that there will be uniformity in terms of composition of members in the preparation of the plan starting at the regional level down to the provincial and municipal level. Refinements can made to ensure relevance and appropriateness suitable to the local situations, Saladero emphasized.
Handling the day's workshop, DENR Regional Technical Director for Research Bighani Manipula stressed that we cannot attain sustainable upland development if we do not address the poverty issue in the upland areas..Thus, Director Manipula enjoined each one to come up with the required output given their utmost support and strong partnership to the upland initiatives.
In pursuance to Executive Order No. 606, the Second Decade of CBFM Strategic Plan (2008-2017) addresses issues such as: land tenure and resource use policy; organizational strengthening of POs; forest development and conservation; livelihood and enterprise development; and institutional and organizational support systems.
To date, the DENR had already issued 56 CBFM Agreement covering 100,000 hectares of forestlands to 10,000 beneficiaries, the report disclosed. (DENR XII/PIA SarGen) [top]
