DILG, CHR ink MOA to strengthen human rights centers
BAYOMBONG, Nueva Vizcaya (September 21) -- The Department of Interior and Local Government (DILG) and the Commission on Human Rights (CHR) are working double time to reactivate and strengthen the existing Barangay Human Rights Action Centers (BHRAC) in Cagayan Valley.
The effort is in pursuant to a Memorandum Circular 94-194 in October 27, 1994 establishing the HRACs nationwide.
However, despite the 7,270 BHRACs established in the country, only 2,343 have been functional.
In March 15, 2006, the CHR and the DILG issued a resolution calling for the revitalization and strengthening of the BHRACs inorder to address all human rights concerns at the barangay level.
"We are really doing every effort in reactivating our BHRACs so that human rights will be promoted and advocated within the barangay level and we hope to complete this the soonest possible time," Luis Danao, DILG provincial director for Nueva Vizcaya said.
Danao also expressed his gratitude for the support of the provincial government by providing an office within the provincial capitol to house their Provincial Human Rights Action Center.
