713 incumbent barangay captains in Cagayan Valley barred from re-election

Tuguegarao City (September 25) -- In the Luzon Area, the Cagayan Valley Region has the most number of third-termer punong barangays wth 713 or 31% of the total 2,311 punong barangays in the region.

These incumbent punong barangays are barred from running for the same position in the coming October 29, 2007 barangay elections because they are considered covered by the three consecutive term limit ruled under the law.

Regional Director Renato Brion of DILG said the issue on the barring of re-election of incumbent barangay captains is contained in an advisory from DILG Secretary Ronaldo Puno citing Sec. 2 of RA 9164 which provides that "No barangay elective officials shall serve for more than three consecutive terms in the same position. Provided, however, that the term of office shall be reckoned from the 1994 barangay elections."

The data for region 2 came from the National Barangay Operations Office (NBOO) headed by Director John Castañeda who said that the third termer incumbent barangay captains are no longer eligible to run for re-election. However, they are allowed to run as kagawad or council member.

He also clarified that having been elected in 1994, they are already on the 13th year as chief executives of their respective barangays.

The term of office of barangay officials have already been extended for two years and the clamor now is to elect a new set of barangay officials, Dir. Castañeda added. (PIA Cagayan) [top]
