PNP to release next week guidelines on preparations for barangay, SK polls
Cebu City (26 September) -- Police Regional Office (PRO-7) Deputy Director for Administration C/Supt. Ronald Roderos during the monthly 'Talakayan sa Isyung Pulis' (TSIP) Forum said a national command conference is slated on Monday, October 1 at Camp Crame for the specific guidelines on the security preparations for the upcoming synchronized Barangay and Sangguniang Kabataan (SK) Elections next month.
The date also coincides with the formal turnover of command from Philippine National Police (PNP) Chief Oscar Calderon who is retiring to his newly-appointed successor Gen. Avelino Razon, the current National Deputy Director for Administration.
Roderos who sits as PRO-7 officer-in-charge bared he will be attending the command conference on Monday.
Based on the Letter of Instruction (LOI) relative to the upcoming local polls, Roderos said he has ordered all provincial and city police chiefs in the region to establish each the Election Monitoring Action Center to check on poll-related concerns. The police are also in constant coordination with the Comelec-7 and the Armed Forces of the Philippines - Central Command, this is said.
Cebu City Election Officer Atty. Marchel Sarno on the other hand, said the filing of certificate of candidacy will start on Saturday, September 29 and will end on October 18.
The gun ban will also take effect on Saturday until November 13 or 15 days after the Barangay and SK polls are concluded, Sarno said.
There are 1,096 barangays in the whole province of Cebu comprising of 44 towns and seven cities while Cebu City has 81 barangays.
The Comelec-7 is well-prepared for the conduct of the upcoming local polls as the voters' list has already been completed. "We are just waiting for some materials from Manila to arrive," Sarno quoted.
Some prohibitive acts under Election Laws cited by Roderos include the ban on the transfer of police personnel without Comelec approval, the use of bodyguards by candidates and the non-hiring of police recruits apart from the gun ban.
Meanwhile, the formal turnover of command from PRO-7 outgoing director C/Supt. Silverio Alarcio to his successor will be done by October 3. Alarcio has been appointed as the new National Police Directorate for Operations effective September 28 while Roderos is a contender for the PRO-7 top post. (PIA-Cebu/FCR) [top]
