Chief PNP reiterates courtesy and discipline

Davao City (27 September) -- Philippine National Police chief Oscar Calderon instructed all police commanders throughout the country to ensure that their subordinates are consistently imposed and reminded of basic courtesy to the public and discipline within themselves. Acts include wearing of complete and proper use of uniform when on duty, courtesy to every citizen and strictly follow rules and regulations.

PNP XI Director Andres Caro III, on the other hand said regional commanders were also instructed to strengthen cooperation with local government units in the fight against insurgents, terrorism and criminals as the PNP higher headquarters would provide additional support to the Internal Affairs Service.

In line with President Gloria Macapagal Arroyo's order to end the 38-year old insurgency, the PNP and the Armed Forces of the Philippines (AFP) are gearing up for the intensive effort to wipe out communist rebels.

The PNP plans to meet their manpower requirements to better implement the government's anti-insurgency campaign.

For the more aggressive role in the maintenance of peace and order, the PNP central office plans to allocate part of its P300-million funds for legal offensive, intelligence operations, community relation activities, training and procurement of mission essential equipment.

The strategy shift would strengthen the coordination with the Regional Peace and Order Councils to develop better cooperation with concerned sectors in the anti-insurgency campaign.

The President directed the PNP to continuously map up plans on how the PNP could actively participate in the anti-insurgency campaign in coordination with the PNP and Local Government Units or LGUs.

The idea is to get the LGUs to assist the PNP in the counter insurgency campaign. The project would also involve the construction of roads, daycare center and other facilities. One of the highlights of the campaign is to build up community relations and intensify linkages with other sectors involved in anti-insurgency effort. (PIA XI) [top]
