Kalinga is prepared for October 29 elections
TABUK CITY (29 September) -- The Commission on Elections here said the province is prepared for the conduct of the October 29 synchronized barangay and Sangguniang Kabataan(SK) elections. All barangays were notified of the forthcoming exercise and that as soon as the election paraphernalia comes will be immediately shipped to all precincts.
Provincial Election Supervisor Atty. Thomas Uyam said the province needs new ballot boxes to replace old and destroyed ones. Those subject for protest were also kept for court scrutiny and cannot be used this election. The other problem he said are the municipal book of voters being hauled to Manila by the House of Representatives on Electoral Tribunal for the Congressional protest.
"That book is the final resort of complaints on missing names, etc.," Uyam said appealing that the provincial book of voters should have been the one taken and not the municipal.
He said filing of candidacy is from September 29 to October 18, 2007 except Saturdays, Sundays and holidays, at the Office of the Election Officer of the city/municipality concerned.
Utilizing available communication facilities, Comelec, the deputized departments, association of barangay chairmen presidents conducted information dissemination on the forthcoming election for the benefit of all concerned. Topics include who are to be elected, qualifications of a candidate, requirements for filing and prohibited acts during the election period.
For the Barangay Elections, officials to be elected are One Punong Barangay and 7 Sangguniang Barangay members. For the Sangguniang Kabataan is one SK Chairman and 7 members.
Candidates for Punong Barangay and Sangguniang Barangay members must be Filipino citizens; at least 18 years old on election day; able to read and write Filipino or any local language or dialect; and registered voter of the barangays where they intend to run for office and residents thereof for at least one year immediately preceding the day of the election.
Candidates for SK Chairman and SK members must be Filipino citizens; at least 15 years old but not more than 18 years old on election day; able to read and write Filipino, English or the local dialect; and qualified voters of the katipunan ng kabataan of the barangays where they intend to run for office and residents thereof for at least one year immediately preceding the election.
All candidates for the October 29, 2007 synchronized barangays and SK elections are required to undergo a mandatory drug test conducted by drug test centers authorized/accredited by the Department of Health. The drug test certificate shall be filed with the Office of the Election Officer concerned not later than October 18, 2007.
Uyam said candidates need not go outside the province since there are drug testing centers here.
The ban on bearing, carrying or transporting firearms or other deadly weapons; use of security personnel or bodyguards; bearing arms by any ember of security or police organization of government agencies and other similar organizations; and organization or maintenance of reaction forces shall begin on September 29, 2007 and ends on November 13, 2007.
