Program for PWDs gain headway in Pampanga
San Fernando City, Pampanga (6 February) -- The advancement of the dignity of Persons with Disabilities (PWDs) or differently-abled persons is one of the main concerns of the Panlilio administration.
With this advocacy, 0.5% of the total budget for 2008 is allotted by the Pampanga Provincial government to fuel its program for PWDs.
Around 8,000 PWDs provincewide were already registered by the Provincial Social Welfare and Development Officer (PSWDO) during the last quarter of 2007. The PSWDO has also mobilized the representation of all municipalities in the Federation of PWDs which serves as the conduit of services of the province to the direct beneficiaries of the program in each municipality.
The Provincial Sub-Committee for the Welfare of People with Disabilities is now currently continuing the registration and profiling of PWDs in various rural health units of the province utilizing the standard form provided by the Department of Health (DOH).
Identification cards will then be distributed through the municipalities to all registered PWDs.
The sub-committee has also articulated programs and projects until 2010 focusing on the delivery of basic services like education, health, livelihood, employment, sports and cultural development, strengthening of PWD people's organizations, and advocacy and linkages.
The provision of Assistance to Individuals in Crisis Situation (AICS) to indigent PWDs is also underway. Moreover, the building of recreational centers and enhancement of existing recreational facilities for the special needs of PWDs are also being worked on.
Persons with disabilities are individuals defined under section 4 of RA 7277 as those suffering from restriction or different abilities, as a result of mental, physical or sensory impairment, to perform an activity in the manner or within the range considered normal for a human being. These include persons suffering from disabling diseases resulting to the persons's limitations to do day to day activities as normally as possible but not limited to those undergoing dialysis, severe heart disorders, severe cancer cases and such other similar cases resulting to temporary or permanent disability.
