DILG-10 to orient new barangay officials

Cagayan de Oro City (6 February) -- A simultaneous orientation-workshop for all barangay officials will be conducted nationwide by the Department of the Interior and Local Government (DILG).

Starting the month of January to March 2008, a General Orientation on Barangay Governance and Administration will be conducted around the country by DILG officers. This orientation will enable the newly-elected and re-elected barangay officials to understand basic information about barangay government, with focus on the role of the barangay as the basic political unit. It is a distance learning education by enrolment basis.

Said orientation activity corresponds one of the three parts in the Barangay Newly- Elected Officials (NEO) program of the DILG. This program was designed by the Department, through the Local Government Academy (LGA), the National Barangay Operations Office and the different DILG Regional Offices in partnership with the Liga ng mga Barangay. It intends to assist the new set of barangay officials in the performance of their duties and functions as development partners of the national government in the delivery of basic services to the people.

The other part of the program is on Strengthening the Barangay-Based Institutions (BBIs) wherein the barangay officials will be equip with more knowledge on the BBIs-organization, functions, processes, relation to other BBIs and other strategies that will maximize their potential in barangay governance.

Part three is the Special Skills training that will be provided this time by identified national government agencies, local resource institutions and other training institutions. These trainings are needed to hone the special skills of the barangay officials to effectively perform their task as policy maker, program planner, implementer and provider of basic services. It is a combination of training, technical assistance, coaching and mentoring on a demand driven basis.

Interior Secretary Ronaldo Puno emphasized the importance of the barangay to the local government. In a memorandum circular, he pointed out that the "barangay, being the only local government unit that holds the distinction of performing executive, legislative and judicial functions, needs a holistic program that touches on various aspects of local governance."

Thus, the Department with the Liga ng mga Barangay "conceptualized the Barangay NEO program as a capability building intervention that aims to enhance the proficiency of barangay officials in performing their mandated tasks and responsibilities in governance" explained SILG Puno.

Last February 5-6, 2008, a Regional Coaches and Program Managers' Orientation for the Barangay Newly Elected Officials (NEO) program was conducted by DILG-10 at the Gardenia Guesthouse, Macasandig, this city to jumpstart the program in the region.

Said training was participated in by around 100 DILG-10 officers from all provinces, cities and municipalities in region 10. They will form as teams of coaches that will soon spearhead the conduct of the Barangay NEO program in their respective LGUs.

Director Quirino Libunao of DILG-10 enjoins all barangay officials in the region to participate in this significant program of DILG especially made for them. He reiterated that the barangay officials do form the backbone of the local government.

"It is, therefore, important that they should be aware on their respective roles and responsibilities to effectively lead their respective barangays," he added.

Libunao announced that the roll-out of the Barangay NEO Program will immediately be implemented at the barangay level after the regional coaches' orientation. It shall strictly be done "on-site", consistent with the austerity measures of the government.

The Barangay NEO program is delivered in partnership with the local government units, Liga ng mga Barangay, local resource institutions, media and other stakeholders. The DILG serves as the program manager. (RIO, DILG-10) [top]
