New Speaker promises more transparent House

by RG Alama

Davao City (14 February) -- Atty. Karlo Nograles, Chief-of-staff of Davao City First District Representative Prospero Nograles, speaking on behalf of his father said that the new Speaker will make the House of Representatives more transparent.

Guesting during a press conference at the Marco Polo Hotel, Karlo, eldest son of the new House Speaker said that the reason why the House of Representatives have such a negative image to the people is because it was not transparent.

He said that many Congressmen who supported his father's quest for Speakership bewailed the lack of transparency in the House of Representatives. Karlo said that the situation is unlike in the districts where these Congressmen serve.

The younger Nograles said that the reason why Congressmen are popular or well-loved by their constituents in their districts is because they can see that money is spent on projects, which the people can see. "Kaya mahal na mahal nang mga tao ang Congressman sa kanyang distrito dahil may transparency," Karlo said.

Speaker Prospero Nograles who was installed as Speaker of the House last February 5 has reiterated his priority which is the implementation of much-needed reforms. One of the reforms has been to make the House more transparent.

The lack of transparency particularly on the matters regarding the disbursement of House funds has been one of the grievances aired by many Congressmen during the move to unseat former Speaker Jose de Venecia.

One of the moves towards transparency is the proposal to audit the disbursement of House funds. To start the reforms the new House leadership under Nograles has created an Ad-Hoc Committee to study various reform proposals which pertains to the internal affairs of the House of Representatives.
