Gov't bidding system not dysfunctional, says Boncodin
Iloilo City (19 February) -- Former Budget Secretary Emilia Boncodin said that the bidding system of government is not dysfunctional contrary to what was said during the Senate hearings.
In an interview over DZRH, Boncodin who at one time served as budget secretary during the term of President Fidel Ramos and the current administration, said that the system is open to competitive bidding. Just like in any organization however, Boncodin clarified that there might be instances when others do not follow the correct procedure but it does not mean that the system is dysfunctional.
Boncodin pointed out that in a government to government transaction this is not open to competitive bidding and what is usually followed is the procedure of the government making the bid. However, it is now up to the receiving country whether or not to accept the terms and conditions of the country from whom the goods are to be obtained.
Boncodin said she has worked closely with the economic team of the administration of which Secretary Romulo Neri is a member and she considers him one of the best Director Generals of NEDA. She clarified that she is not among those who are asking for his resignation.
When asked whether she believes everything that Mr. Jun Lozada was saying she said that she does not believe all of it. She said he has made sweeping statements about government which have affected the many honest people in the bureaucracy who are simply doing their jobs. (PIA 6) [top]
