Kiangan mission pastoral council reacts on venue of cockpit arena

KIANGAN, Ifugao (23 February) -- Putting priority concern on moral aspect, the St. Joseph Mission Pastoral Council (SJMPC) here is requesting the owners and operators of cockpit arena to relocate away from populated places and the road.

Fr. Sammy Maximo, the Parish Priest here said that he observed that a cockpit arena is being constructed along the road and near the houses. He also mentioned to have seen minors within the premises of the cockpit.

Fr. Maximo explained that according to law there should be only one cockpit arena allowed in every municipality. According to reliable sources, there were three cockpits operating within this town last year.

As of press time, the police has monitored only one cockpit arena as the other cockpits are not operating anymore.

A municipal resolution obtained from the Local Government Unit (LGU), here states that students and minors are prohibited in the premises of billiard halls, karaoke bars, cockpit arenas, sale and drinking intoxicating beverages in stores, restaurants, smoking in public places and engaging in gambling activities here.

Resolution No. 107, Series of 1999 stated that the above mentioned activities which are addictive in nature especially to the minors who are vulnerable to vices could destroy the moral fabric of society and could be a possible cause of juvenile delinquency, accidents, drug abuse and neglect of their studies thereby is considered prejudicial to the total development of students, minors and the people of this town.

Likewise, Municipal Ordinance No. 3 series of 1999 states that all owners or operators of cockfighting arena, billiard halls and karaoke bars are mandated not to allow students and minors within the premises of their establishments whether as an observer, customer or a bettor.

Students and minors caught violating any provision of the said ordinance shall be penalized accordingly and the business permit of any establishment violating the same ordinance shall be revoked.

The ordinance specifically mentioned the PNP to monitor and enforce strictly the provisions of this ordinance and to conduct regular inspections on all business establishments, all barangay officials to implement the provisions of this ordinance; school administrators are requested to assist the municipal government in the information dissemination and implementation of this ordinance especially in instilling discipline to minors and students; Concerned citizens and members of the Care and Protection Resource Panel are requested to report to the PNP or the Municipal Mayor of any violation of this ordinance.

The Local Government Code of 1991 mandates all local government units to ensure the promotion of the general welfare and protection of the best interest of children. (PIA-Ifugao) [top]
