DENR North Cotabato tops in processing and issuance of land titles under CARP

Koronadal City (4 August) -- The Department of Environment and Natural Resources (DENR) awarded last Wednesday (July 30, 2008) its top performing field offices for 2007 in the processing and issuance of land patents (or titles) funded under the Comprehensive Agrarian Reform Program (CARP). Close to 5,000 patents were issued by the DENR last year under CARP excluding those issued under the regular funds.
The Provincial Environment and Natural Resources Office (PENRO) of North Cotabato based in Kidapawan City under the leadership of PENRO Renato B. Rivera topped the annual assessment for having issued 1,715 patents, the highest in the region.
Among the nine Community Environment and Natural Resources Offices (CENROs) in Region XII, Kidapawan City headed by Dr. Sophie Ty-Manuel emerged at the top for having processed and issued 904 patents during the past year. CENRO Kidapawan City covers the second district of North Cotabato.
The DENR field office in Glan, Sarangani Province during the term of CENRO Wilfredo D. Manipon placed second for having processed and issued 814 patents in 2007. CENRO - Glan is closely followed by the DENR in Kalamansig, Sultan Kudarat with CENRO Saga A. Akmad at the helm which accomplished a total of 800 patents last year.
The CENRO in Midsayap. North Cotabato which has jurisdiction over the first district of the province was also recognized for having emerged as fourth placer for the processing and issuance of 650 patents during the past year.
Undersecretary for Staff Bureaus Manuel D. Gerochi awarded the said top performing offices with plaques of recognition "for their exemplary and exceptional performance in achieving and even surpassing the Annual Calendar Year 2007 target in processing of public land applications in support to the State of the Nation Address (SONA) of Her Excellency President Gloria Macapagal-Arroyo." Usec Gerochi was assisted by Director Edna Tabadora Anda, head of DENR CARP National Secretariat.
Undersecretary Gerochi extended his felicitations to the awardees and challenged them to perform more. "Congratulations but this is no reason to stop and rest," Gerochi said during the awarding rites held on in Koronadal City which coincided with the holding of the CARP Mid-year Assessment.
Morever, DENR Region XII Executive Director Jim O. Sampulna declared another challenge for the current year." I challenge you to perform more by accepting additional targets for the year. The award this year was based on the number of patents and not on percentage accomplishment to be fair with those who deliver more," RED Sampulna announced.
Director Lominog in his remarks lauded the sincerity and dedication of the field officials and the men and women under the Land Management Service in helping claimants obtain titles to their land. "I am proud of you for doing a great service to our fellowmen in order for them to finally legalize their occupation of their landholding.
