Cabadbaran exec delivers first city mayor's report
Butuan City (13 August) -- DBC CARES. This was how City Mayor Dale B. Corvera coined his service framework as the first-ever city mayor of the newly created city of Cabadbaran of the province of Agusan del Norte.
The delivery of basic and comprehensive constituency assistance and responsible services was the meat and substance of his City Mayor's Report before a jam-packed crowd at the Cabadbaran City gymnasium on July 28, 2008 during the 5th Special Session of the Sangguniang Panlungsod.
"The first year of my administration was generally a period of what we are at the city hall called "setting the foundations for a new beginning". It was an essence a period of determining the needs of our people and defining our brand of service to address them. It was for me, personally, a period of fitting my service standards into a new service arena – that of being executive", Mayor Corvera made this grand opening statement which he said will set a standard for the newly created city and likewise a commitment to a kind of service that considers the welfare of the people first on his development agenda.
On Concern for Health and other Social Services (from the word CARES), as one of his main agenda, the city mayor proudly announced the coverage of 7,000 families under the PhilHealth of which some 4,645 are already cardholders and the rest will be covered in the next two years. A move that will ensure that poor families avail of the tertiary health care.
62 students for college and 92 for high school who are among the out of school, are now enjoying free tuition fees and other stipends in line with other social services, specifically for education, that the city government of Cabadbaran is endeavoring to. Recently, it distributed 18,000 pieces of instructional materials in English and mathematics subjects in public elementary pupils. Construction of additional school buildings will also rise in the next two years to address the problem of lack of classrooms.
The elderly in the city was also given the privilege to receive Two Thousand (P2,000.00) pesos a year as an expression of the city government's gratitude to their contribution to the progress of the city.
On Agriculture, a feasibility study is already in its final phase to develop the 300 hectares abaca farm in line with the city's One Town One Product program. An initial amount of 5 million pesos is already earmarked to set off this campaign for productivity.
On Respect for the Rule of Law and Peace and Order, the city initially addressed the lack of policemen by augmenting the number of barangay tanods to 600. 1 sack of rice will be extended every two months to the family of a policeman. Recently, mayor Corvera bought two additional fire trucks for the Bureau of Fire Protection in order to be more effective in its service.
And on Environment, the city is currently working on the development of the newly acquired four-hectare sanitary landfill site in Barangay Bayabas. This to make sure that garbage are disposed off properly. To maintain the cleanliness of the city's streets, 26 street sweepers were employed and 1 compactor and 4 multi-cabs were acquired to collect garbage from the urban barangays and additional 4 more will be procured before the end of this year to collect garbage also from the rural barangays.
On Strengthening of the Bureaucracy and the Barangays, his leadership lighted up the fire for commitment for better service among the city hall employees by drawing out the service delivery systems and functional structures to be institutionalized, committed resources into them and assigned personnel who are most qualified to handle the job. Corvera made an example to his employees by coming to the office before everyone else reports to work and leaves the office after everybody else have already gone home.
He made mention of the city's first publication, Cabadbaran Today. "Our official news magazine, provides necessary information our people should know on how the local government works and what it has done. My rendition of this report, the first to be done by a chief executive in our long history is also one great expression that we are serious in making my administration as transparent as possible before you who have given us the mandate to govern", he said.
The city mayor thanked the people of Cabadbaran for their support and commits himself and the whole officialdom of the city to make their lives better.
"What we can hold on at this point is the fact that we have already set our city towards a course that we have collectively set our eyes on. It is a direction that for the past months we have provided with foundations for us to land swiftly into a harbor where we can reap the realities that we have been dreaming of. It is a dream too big, an aim too high considering the harsh realities that are currently hounding our people – that is the dream for quality life for every Cabadbaranon", city mayor Corvera said in closing.
