Sabangan town hikes tricycle fare

Sabangan, Mt. Province (15 August) -- In view of the high fuel prices greatly affecting the transportation sector, the Sangguniang Bayan here passed Ordinance No. 01. s-2008 amending the administrative provisions of article K entitled "permit Fees on Tricycle Operatio' of its Municipal Revenue Code. This was subsequently approved by Mayor Donato L. Danglose.
Under the Municipal Revenue Code which was approved on December 12, 2005 and effective January 12, 2006, it states that the Sangguniang Bayan shall fix, impose and collect, and periodically review and adjust but not oftener than once every three years, reasonable fees and other charges on the regulation of tricycle- for hire.
But with the continuing increase in the oil prices that has greatly affected the operation of transport business, tricycle operators and drivers in this municipality have been clamoring for increase in tricycle fare and after conducting two community consultations, it was agreed that a reasonable and acceptable tricycle fare increase is justified under the prevailing circumstances.
A minimum fare increase from P7 to P8.50 shall be charged from Nacagang to any point within the cut-off points such as to Municipal hall, Losad, Panoypoyan (part of Supang), Palingaew and plaza to upper Kalembong and vice-versa or to any short distance travel within these prescribed cut-off points.
A maximum fare of P13.00 shall be charged from point to point destination like Plaza to Palingaew, Plaza to Panoypoyan, Nacagang to upper Kalembong, Municipal Hall to Panoypoyan and Municipal Hall to Palingaew. It there are two or more passengers, the minimum fare of P8.50 shall be collected from each. Fares beyond the point to point destinations shall be agreed by the driver and the passenger/s.
The ordinance provides fare discounts to students, senior citizens and differently-abled persons. It was agreed upon by the tricycle operators and the riding public during the two community consultations that these sectors pay P6.00. Students are not entitled to fare discounts on Saturdays, Sundays and Holidays. If classes are conducted on Saturdays by virtue of an order from proper authorities, students are entitled to a fare discount.
Children less than three feet in height are free from paying their fare if in the company of a paying companion.
The ordinance also imposed rates for baggage. P3.00 is charged per box of goods, venigar and soy; per case of liquor, softdrinks, beer; per can of lard (big can) per sack of flour; any items in sack weighing less than 40 kilos. P5.00 is also charged per sack of any items weighing more than 40 kilos, feeds, rice and vegetables; and per tank of LPG with content.
Tricycle drivers/operators can only implement the new tricycle fare rate if the approved Fare Matrix original signed by the MTOP-RB Chairman is posted in front the passenger's seat of the tricycle. Fare Matrix is issued only upon payment of the fare adjustment fee for fare increase prescribed in the Section 4L.03 of Article K of this municipality's Revenue Code.
The ordinance requires prospective operators of tricycles to secure first a Motorized Tricycle Operator's Permit (MTOP) to be issued by the office of the Municipal Mayor upon completion of the requirements which include the payment of fee, registration of the unit/s with the Land Transportation Office (LTO), drivers of tricycle-for hire should be duly licensed by the LTO, and compliance with the imposed common color for all tricycles-for hire within the municipality using its official color which is orange and stripes of black.
Under this ordinance, tricycle drivers/operators found collecting fares beyond the rates prescribed and discriminating on the passengers to accept shall be a cause for the summary revocation of their MTOP and business permit. The president of the association of the tricycle operators and drivers shall be responsible for the discipline of its members and shall assist the Municipal Treasurer in the collection/payment of all municipal fees and charges.
The ordinance also requires tricycle drivers to wear decent clothing/outfit while catering to the public. A penalty of P100.00 immediately due and payable to the Office of the Municipal Treasurer in every instance of violation of this provision.
According to Ms. Pauline Padsoyan, Secretary to the Sangguniang Bayan of this municipality, this ordinance shall take effect upon the approval of the Sangguniang Panlalawigan. (PIA MP) [top]
