Sumilao farmers receive P2M grant from DAR

Cagayan de Oro City (21 August) -- Last July 23, 2008, the DAR released the amount of Two Million Pesos (Php 2,000,000) to the Sumilao Farmers through the MAPALAD Multi-purpose cooperative (MPC) as financial assistance for their production activities.

The PhP 2 million check was handed over by DAR-10 Regional Director John M. Maruhom assisted by Assistant Regional Director for Operations Nicanor V. Peralta to the MAPALAD MPC represented by Samuel R. Merida, Chairman of MAPALAD MPC and Napoleon Merida, President of SALFA (San Vicente Landless Farmer's Association).

It can be recalled that as part of the win-win solution to the Sumilao farmers' cause, President Gloria Macapagal-Arroyo acceded to their request for a grant as capital for their production activities. The President pledged to support the farmer's production and livelihood endeavors and instructed the DAR through its support services program to provide the needed fund as production support to the Sumilao farmers.

The PhP 2 million financial support from the DAR is a restricted fund allocated solely for the agricultural production enterprise of the Sumilao farmers and shall be utilized only for the agricultural ventures of its members. Initially a start-up production seed fund, the amount is expected to become a revolving loan fund facility for its members' production enterprises.

A Technical Working Group (TWG) composed of the Chairman of the MAPALAD MPC, Chairman of SALFA, DAR represented by its MARO, BALAOD MINDANAW and the Director of the Social Action Center of the Diocese of Malaybalay, shall be created to assist in the management of the fund and to ensure that the implementation of the cooperative's production activities will be for the benefit of its members and towards cooperative development in general.

At the end of the third year of project implementation, the TWG shall evaluate the over- all implementation of the project and recommend to the DAR further action on the project. If determined to be successful, the fund shall be fully turned over by the DAR to the cooperative. If found to be less than successful, DAR's action on the fund shall be based on the recommendation of the TWG.

The cooperative shall adopt a general implementation framework in line with the DAR's objectives, strategies, general policies and guidelines for support services assistance. The financial policies and regulations pertinent to the use of the fund as prepared by the MAPALAD MPC shall be concurred in by the DAR. (PR-AREDP/DAR-10) [top]
