Region 8 legislators push House bill for "District Engineering Offices Rationalization Act"
Tacloban City (November 1) -- A bill authored by Representative Roger Mercado of Southern Leyte, who chairs the House Committee on Public Works and Highways, and co-authored by Representative Eufrocino Codilla of the 4th District of Leyte, was approved on third reading in the House of Representatives.
House Bill 4311, otherwise known as the District Engineering Offices Rationalization Act, seeks to synchronize district offices of the Department of Public Works and Highways with legislative districts.
Said House Bill, the House of Representatives website said, aims to ensure accuracy and efficiency in the implementation of program and projects.
The renumbering of all existing district engineering offices of the DPWH is imperative to conform and correspond with the numbering of the legislative districts. This will ensure that the implementation of infrastructure projects will be done in an more accurate and effective manner, Representative Mercado said.
The approval of the bill is consistent with the government's thrust to develop the country's infrastructure program as it puts in place a serviceable and rational service delivery mechanism, Congressman Mercado underscored.
The Bill streamlines the district offices of DPWH in conjunction with the legislative districts. Such move will enable the legislators to effectively deliver their mandate of implementing government infrastructure projects in their respective areas of jurisdiction.
Among Representative Mercado's bills which have already been approved by the House are House Bill 3064 an Act to Include the City of Maasin in the Province of Southern Leyte, as Special Economic Zone, Amending for the Purpose Republic Act No. 7916 as Amended Otherwise Known as "The Special Economic Zone Act of 1995;" House Bill 3681 An Act Imposing a Logging Ban in the Province of Southern Leyte; and House Bill 3682 An Act Declaring Certain Parcels of Land in the Public Domain, Located in Barangay Combado, Maasin City, Province of Southern Leyte, as Agricultural Land Open to Disposition.
