Excom endorses RDC adoption of Integrity Dev't Action Plan
Tacloban City (November 11) -- The Regional Development Council of Eastern Visayas Executive Committee recently endorsed the adoption of the Integrity Development Action Plan by the RDC members.
Regional Development Council Chairman and Calbayog City Mayor Mel Senen Sarmiento informed that copies of RDC Excom Resolution No. 21 series of 2008 endorsing the Adoption, have been sent to all the Regional Development Council members for their appropriate action.
The Integrity Development Action Plan which is an output of a Presidential Anti-Corruption Workshop held on December 15-17, 2004 with the theme Countering Corruption through Integrity Development, A Key to Economic Competitiveness, has been adopted as the national anti-corruption framework of the Executive Branch.
The Integrity Development Action Plan (IDAP) is composed of 22 specific anti-corruption measures that are also referred to as "doables", clustered into strategies of prevention, education, investigation and enforcement, and strategic partnership.
Executive Order No. 531 Strengthening the Presidential Anti-Graft Commission by Amending Executive Order No. 12 series of 2001, mandated the Presidential Anti-Graft Commission to ensure the implementation of IDAP.
To implement the IDAP, agencies are required to adopt several procedures which include the creation of IDAP Committee; preparation of Integrity Development Action Plan; preparation of IDAP Work Program; Regular monitoring and assessment of implementation; and preparation of IDAP Accomplishment Report for submission to PAGC.
In December of 2007, PACG cited the top ten agencies in terms of compliance to the requirements of the Integrity Development Action Plan, the Department of Social Welfare and Development, the Department of Public Works and Highways, Department of Health, Land Transportation Office, Metropolitan Manila Development Authority, Department of Science and Technology, Bureau of Immigration, National Housing Authority, Department of Finance and Bureau of Internal Revenue.
