DILG bids to improve and expand field operations

Tacloban City (November 14) -- With the aim of improving and expanding field operations at the provincial level, the Department of Interior and Local Government conducted a three-day seminar workshop dubbed as "Workshop on Benchmarking for Excellence in Provincial Operations."

There is a crucial need to upgrade and improve provincial operations, DILG Assistant Secretary for Plans and Programs Eubert F. Gutierrez, who was at the forefront of the activity, a report coming from DILG stated.

The workshop outputs will be used to formulate and adopt a policy aimed at enhancing the operations and administrative matters at the provincial level of the DILG, he added.

There is also the need to enhance the competencies of field officers in order to effectively perform the mandate of the Department.

The DILG as a primary catalyst of excellence in local governance calls for competent and service-oriented personnel who can deliver the various services of the Department, ASED Gutierrez said even as he challenged the participants to continue being dynamic, humane and liberal frontliners.

During the workshop, the participants were tasked to formulate on ideal provincial structure, together with its component organizational chart, staff complement, functions, and policy recommendations, as well as its standard operating procedures, competency requirements and their corresponding interventions, performance standards, including an incentives and awards system. With this, the group came up with a structure that is flexible and applicable across all regions nationwide.

Among the participants whom he addressed as the current crop of leaders, the next generation experts who will be meeting the challenges ahead, were Provincial Directors Mario Elpidio Ratuita of Region 1; PD Elpidio Durwin of Region 2; Abraham Pascua of Region 3; Allan Benitez of Region 4-A; Florencio Galan of Region 4-B; Renato Alaurin of Region 5; Rosario Maza of Region 6; Rustica Mascariņas of Region 7; Juan Badocdoc of Region 8; Wilhelm Suyko of Region 9; Ronelo Alvarez of Region 10; Abito Bernasor of Region 11; Flor Limpin of Region 12; Clementino Pontillo of CARAGA; and Crescencio Calina of CAR.
