AHCDP to capacitate ARMM personnel

by Michelle Angelique H. Barcelonia

Cotabato City (19 November) -- The Department of Public Works and Highways (DPWH) of the Autonomous Region in Muslim Mindanao (ARMM) in collaboration with the Japan International Cooperation Agency (JICA), conducted a training on Human Capacity Development last November 10-14, 2008 held at Grand Men Seng Hotel, Davao City.

Atty. Mustapha A. Sambolawan, JICA Focal Person and ARMM Social Fund Project Manager and Ms. Harumi Kitabayashi, Deputy Resident Representative of JICA Philippines signed the ARMM Human Capacity Development Project in October 31, 2007.

ARMM is the most underdeveloped region, socially and economically, in the Philippines and the poverty rate is twice the national average.

One of the identified obstacles which hinder smooth implementation of public administration is the lack of professional training for administrative staff which included former MNLF combatants.

With this problem, ARMM Human Resource Development Project was implemented with the support of JICA from December 2004 to March 2007.

The participants of the said training, included representatives of DPWH-ARMM, Engineering Districts of Maguindanao, Shariff Kabunsuan, Lanao del Sur 1&2, Tawi-Tawi, Regional Planning and Development Office, Technical Management Service Office and Department of Agriculture.
