Carigara fast-tracks development, launches 4 barangays as ARCs

Tacloban City (November 25) -- Mayor Anlie G. Apostol of Carigara, Leyte, expressed optimism that development will be fast-tracked now that four barangays have been launched on November 22, as Agrarian Reform Communities.

Mayor Apostol thanked the Department of Agrarian Reform for making possible the occasion. She said that with their becoming Agrarian Reform Communities, the four barangays will be able to address better the development issues in the area.

In a formal program at Barangay Canlampay, the new Agrarian Reform Community composed of Barangays Canlampay, Hiluctogan, Libo and Upper Hiraan, was launched by the Department of Agrarian Reform in partnership with the local government of Carigara and with the support from a convergence of different government agencies.

The Carigara Agrarian Reform Community has a total land area of 1,115.38 hectares and a total agricultural area of 768.7842 hectares with rice and coconut as the main crops.

The launching started with a Holy Mass attended by the barangay folks and the visitors. Department of Agrarian Reform Director Homer Tobias inspired the beneficiaries and the guests by enumerating the effects of being declared as an agrarian reform community.

After the presentation of the ARC Development Framework by CARPO Marciano L. Costiniano, the ARC Map was unveiled by Congresswoman Trinidad Apostol, Governor Jericho Petilla, Hon. Anlie Apostol, USEC-SSO Rosalina Bistoyong, Director Tobias, PARO Enrique Granados,III, SSD DARRO 8 Paulina Canales, CARPO Costiniano, PARCOMM Chairman Dalmacio P. Tobias and the representatives of the different converging agencies, and the ARC Barangay Chairmen.

The ARC profile and ARC development requirements was presented by MARO Jaime P. Pameniano, Cluster II Chairman. This was followed by the inspiring messages of Congresswoman Trinidad Apostol of the second district of Leyte; Governor Petilla and USEC Bistoyong.

In order to ensure the fast-tracking of progress and development in the Agrarian Reform Community, a covenant signing was done by the DAR Regional and Provincial Officials, Congresswoman Apostol, Governor Petilla, ARC Barangay Chairmen, Mayor Anlie Apostol and the Heads and representatives of the different government agencies present.
