Comelec holds 1st Biliran electoral summit

Naval, Biliran (November 28) -- In order to promote peaceful, clean, honest and orderly national and local elections in the province of Biliran come May, 2010, the Commission on Elections (COMELEC), Biliran Provincial Office in coordination with the Naval Institute of Tachnology (NIT) College of Law in Naval town will hold the 1st Biliran Electoral Summit today, November 28, 2008.

This was learned from Atty. Sabino Mejarito, COMELEC Provincial Election Supervisor (PES) in a letter-invitation sent to PIA-Biliran Provincial Information Center.

He said that the first ever electoral summit here in the province will be attended by representatives from all sects of the religious group, school officials from the Department of Education (DepEd) Division of Biliran, representatives from the concerned national government agencies (NGAs), representatives from the provincial treasurer's office, National Movement for Free Elections (NAMFREL), Integrated Bar of the Philippines - Biliran Chapter, NIT, Philippine National Police (PNP), Philippine Information Agency, Parish Pastoral Council for Responsible Voting (PPCRV), Basic Ecclesial Community (BEC), Brotherhood of Christian Businessmen and Professionals (BCBP), Couples for Christ (CFC), Knights of Columbus (K of C) and other concerned groups.

To be held at the NIT Hostel, the day-long summit has three parts. Part I which starts at 7:00 o'clock in the morning is the one-hour free registration of participants. Part II is the Opening Program and Part III is the Summit Proper to start with the setting of expectations to be done by the participants themselves.

One of the highlights of the lectures during the summit is the importance of civic organizations in the electoral process to be given by Atty. Gregorio V. Larrazabal, Regional Election Director of COMELEC Region 8.

The lecture on the significance of voters education in the electoral process to be given by Ma. Victoria Dulcero, Public Relations Officer also of the COMELEC Regional Office will form part of the highlights of the day-long summit.

A lecture on the church's experience and initiative in the conduct of elections will be given by Fr. Cornelio Amante, Jr. of the Our Lady of the Most Holy Rosary Parish in Naval, Biliran.

The series of lectures will be followed by an open forum where the participants will be given time to ask clarificatory questions about a particular lecture.

The summit participants will likewise be given orientation to guide them in the workshop that will be conducted later in the afternoon session.

The workshop is divided into three parts. Workshop I will tackle about voters education while Workshop II will deal with the problems encountered by deputized agencies and the proposed solutions and Workshop III will focus on electoral frauds and the proposed solutions.

The output presentation of the workshops will be done by group. This will likewise be followed by an open forum to clarify issues presented in the workshop.

The presentation of summit outputs will cap the day-long activity.
