DILG implements "Project CURE Red Tape"

Cagayan de Oro City (4 February) -- IN AN effort to improve the efficiency and effectiveness of local government units (LGUs), the Department of Interior and Local Government (DILG) has geared up the implementation of the Project C.U.R.E Red Tape or Comprehensive and Unified Response to Eliminate Red Tape in LGUs.

Project CURE is one of the initiatives the Department will prioritize this year to enhance the delivery of basic services to the people through the elimination of red tape practices.

DILG-10 Regional Director Loreto T. Bhagwani explained that the project is the Department's response to the provisions stated under the Anti-Red Tape Law and will aim to prevent graft and corruption proliferates at the local level.

A four-day coaches' training for the national pool of trainers for Project CURE was held last January 27-30, 2009 at the Local Government Academy (LGA) training center in Los Banos Laguna.

A separate Regional Coaches' training is now being held simultaneously in six clusters in the cities of Baguio, Bataan, Laguna, Cebu and Davao to train the regional pool of trainers.

These "anti-red tape champions" will provide technical assistance to local officials in crafting their citizen's charter.

RA 9485, otherwise known as the Anti-Red Tape Act of 2007 requires all government offices, including LGUs to formulate a Citizen's Charter by June 2009.

The Citizen's Charter is a document that contains relevant information on the frontline services and goods provided by LGUs to its citizens and serves as the standard of their delivery of these services and goods to the public.

The Charter will guide citizens on how to quickly avail of these frontline government services at the community level.

Director Bhagwani assured the LGUs that the Department with the LGA will assist them in crafting their respective Citizen's Charter.

The office will also closely monitor the compliance of the LGUs in formulating these documents.

During the said training, Naga City Mayor Jessie Robredo was able to share their experience in crafting the citizen's charter.

He said it strengthens the transparency and accountability mechanisms to enhance awareness of the city's service standards and ensure innovations to meet the constituents' needs.

On top of crafting the Citizen's Charter, the Project CURE also intends to: familiarize LGUs on the provisions of the anti-red tape law; improve the existing systems and procedures of delivering frontline services at the local level and provide venues for the enforcement of the law through citizen's feedbacks and development of community-alliances with anti-corruption watchdogs.

The CURE project is being carried out with partnerships with the Local Government Academy, Civil Service Commission, Office of the Ombudsman, Presidential Anti-Graft Commission, Development Academy of the Philippines and the Union of Local Authorities of the Philippines. (DILG-10) [top]
